香港反送中行動已經持續五個月未曾間斷，世界各地的社運組織也開始針對香港抗爭運動對科技工具的使用進行深入研究。例如聊天軟體Telegram, WhatsApp 與Signal都是抗爭行動中的重要工具，示威者在加密的Telegram群組進行抗爭裝備與急救工具的募集，前線抗爭者則用來進行警察出沒地點與交通接駁等情報交換，幾個大型群組甚至擁有上萬個成員。

科技軟體的使用讓香港抗爭活動中奉行的「Be Water」哲學變得可能，使得抗爭者能夠像水一樣行動，將示威活動轉化成更為敏捷、具流動性且難以預測，而如今「be water」哲學更是遠播到了歐洲。

日前美國媒體Quartz〈香港正將抗爭科技輸出到全世界〉（Hong Kong is exporting its protest techniques around the world），就描述了香港的科技運用如何影響到加泰抗爭。

西班牙自治區加泰隆尼亞為爭取獨立，今年九月起在「海嘯民主」組織(Tsunami Democrátic)號召下，於西班牙街頭開始進行非暴力抗議行動，直到本月18日五十萬人走上街頭後，大規模抗爭行動已經進入第五天。在這些行動中示威者往往快速聚集於廣場或街頭，以阻斷大型交通樞紐的方式表達訴求，並效仿香港包圍與癱瘓機場的行動。有示威者甚至喊出「讓加泰變香港」（We’ re going to do a Hong Kong），展現香港對此次運動的啟發。

"The protesters quickly gathered at plazas and on streets across the region, cutting off major thoroughfares and blocking traffic before heading en masse totheir next target: Barcelona’s El Prat airport. As they set off from the city center, a group of youth shouted, 'We’re going to do a Hong Kong!'"

專門為加泰抗爭運動所設計的網站平台「Picnic x República」就應運而生，平台設計者接受Quartz採訪時表示受到香港抗爭不少啟發，並認為「香港抗爭行動中做得最好的部分，在於透過社交網絡讓世人知道他們的奮戰……這是我們從他們身上學到的第一課：使用工具能讓人們具有流動性，並隨時獲取最新資訊。」

"The Hong Kong people have done a very good job in letting everybody else know about their fight through social networks… These are the first lessons we have learned from them: the use of these tools to mobilize the people and keep them informed."

而如今「Be Water」哲學遠播到了歐洲的加泰隆尼亞獨立運動，除了「be water」被作為運動在社群媒體上的主要hashtag，更被改造成「Be a tsunami（海嘯）」，Picnic x Repúblicau也希望示威者能夠學習香港示威者根據情境迅速調整對應警察的行動方式。

"Now, Catalan activists are similarly putting that thinking to use. On social media, Tsunami Democràtic has made use of the “Be Water” hashtag, and their call for everyone tobe “a tsunami”…… Picnic x República has also embraced the importance ofadapting quickly like waterto changing situations, taking a page from Hong Kongers’ playbook by urging protesters to move fluidly in response to police actions and not to fixate on holding static positions."

Picnic x República也留意到獲取國際目光是抗爭運動相當重要的一環，如同香港抗爭者戴上防毒面具、安全帽、雨傘等其他防禦性盾牌，除了保護示威者的安全，其實也是一種媒體展演方式，能夠藉此「加深國際對抗爭行動的印象」，這或許也將成為Picnic x República平台的下一步發展計畫。

"Catalan activists are emulating the distinctive and highly recognisable optics of Hong Kong protesters—hard hats,respirator masks, andumbrellasandother eclectic shields—as both a preventative and performative act."
